Analysis of Service Requests Under Sections 21 and 29

This project presents a comprehensive analysis of service requests submitted under Maine’s Section 21 and Section 29 Medicaid waiver programs. These programs provide critical support to individuals with intellectual and developmental disabilities, enabling access to home- and community-based services tailored to their needs.

The findings are intended to support program administrators, policymakers, and service providers in making data-informed decisions that enhance service delivery, promote efficiency, and ensure equitable access across Maine’s waiver system.
